In less than a year, CHRO Angela Montemarano has improved retention at the School District of Lee County, even in the face of national labor shortages.

Since joining the School District of Lee County as its chief human resources officer earlier this year, Angela Montemarano has worked to prioritize fostering a culture of inclusion and support within the district. She has introduced initiatives aimed at promoting diversity, equity, and inclusion (DEI), which has strengthened employee engagement and enhanced the district’s reputation as a welcoming workplace. Montemarano’s commitment to inclusivity has contributed to improved retention, even in the face of national labor shortages.
Montemarano has revamped the district’s recruiting efforts, forging partnerships with nearby universities and local organizations to build and sustain a strong talent pipeline. Her focus on professional development for staff has created pathways for internal growth, contributing to improved employee morale.
“In my role as an HR leader, I believe in the paramount importance of open communication and collaboration. I strive to create an atmosphere where every voice is not only heard but also valued,” Montemarano says. “It is essential that our staff feel empowered to share their thoughts, ideas, and concerns. By fostering a culture of transparency, we encourage a sense of belonging and trust among our team members, which is crucial for driving engagement and morale.”
By engaging with staff through regular check-ins, feedback sessions, and listening to employee needs, Montemarano says she has been able to understand employee challenges and tailor HR strategies effectively.
“Whether it’s through refining our onboarding processes, enhancing professional development opportunities, or addressing workplace concerns, our goal is to create a supportive environment that nurtures each individual’s professional journey,” she says.
In the aftermath of Hurricane Ian and during ongoing recovery efforts from the pandemic, Montemarano’s crisis management skills have been on full display. She developed and implemented flexible HR policies that balanced the district’s operational needs with employee well-being. She also introduced mental health resources and support systems to help staff navigate personal and professional challenges they have faced in recent years.
“Looking ahead, I am excited to continue building on these solid foundations,” Montemarano says. “I am committed to exploring innovative solutions that not only address current needs but also anticipate future challenges. By leveraging technology and data-driven insights, we can implement more efficient HR practices that support our staff’s growth and well-being.”
