Aon Wins Subcontract to Provide Recruitment Service for TSA Hiring

Aon Consulting, the global human capital consulting organization of Aon Corporation, said it has received a subcontract from Lockheed Martin to provide HR solutions to the Transportation Security Administration (TSA). Lockheed Martin was awarded the Integrated Hiring Operations and Personnel (IHOP) contract by the TSA in 2008 to provide a variety of HR functions, including recruitment and hiring, personnel and payroll processing, employee benefits, workforce management, and help desk services.

Aon Consulting is providing recruitment strategy and strategic communications solutions as well as candidate assessment and selection tools in support of this contract. Under the accord, now called HR Access, Lockheed Martin’s team will develop and deploy an advanced HR system as well as provide the people and processes to manage TSA’s HR services.

The contract begins with a six-month transition period, which will be followed by a one-year base period. TSA then has the option to renew the contract annually for up to seven additional years. The total value of the IHOP contract for all partners, including Aon Consulting, is approximately $1.2 billion, including option years.
“With a workforce population of more than 50,000 people, the TSA is faced with the challenge of hiring and developing a broad range of workers in a wide range of locations,” said Kathryn Hayley, CEO of Aon Consulting. “We are helping TSA recruit and hire highly qualified candidates for critical positions across the country.”

IHOP is only the fourth contract with a total value worth $1 billion or more, and it is the first federal government deal of its size.
